The formation of the new cabinet has taken 54 days which is much faster than the average 83 days it takes to put a majority administration together.
The number of women in this cabinet is a record, with women holding five of the 13 ministers’ posts, according to news agency ANP.

So…. why did they have to be sworn in twice? Who has what position? What positions do the women have? Not a very detailed article, given the header.

NRC Next was more complete about the repeated formality, which was necessary because the official part had started before the press was present:
“De beëdiging van het nieuwe kabinet-Rutte II heeft vanochtend twee keer plaatsgevonden. De ministers werden door koningin Beatrix iets eerder beëdigd dan was afgesproken, waardoor de live-uitzending niet mogelijk was. De ceremonie werd toen herhaald, verklaart de RVD tegenover NRC. Beatrix zelf was niet heel blij met de gang van zaken, bleek later uit een fragment van RTL Nieuws.”
Update 15.35 uur:
In een audiofragment is te horen dat koningin Beatrix niet tevreden was over de tweede beëdiging. Beatrix: “Gaan we het opnieuw doen? Echt. Niet toch? Dan wordt het een toneelstukje”
