Based on the Wet Openbaar Bestuur WOB,the Law of Open Government, Ministry of Education, Culture and Sciences OCW answered a request from mrs Kamer, the director of the NTR “Caribisch Netwerk d.d. August 21st and also decided to publish the travelling expenses made by Dutch officials during business trips to the overseas territories of the kingdom. The overviews made of these visits will be published on the website www.rijksoverheid.nl.
The Ministry answered that employees from the central departments visited the islands several times and that those visits can be classified in the following categories:
1. consultation on the progress of the education agenda for the Caribbean Netherlands,
2. consultation with the kingdom countries,
3. consultation on the programme for the housing of schools and
4. preparation and foundation of a multifunctional knowledge centre for scientific and adapted research, innovation and education on St. Eustatius, the “Caribbean Netherlands Science Institute” (CNSI) and the development of a research programme focused on the Caribbean by the OCW ministry.
The provided reviews show the number of business trips and assignments in the year 2012 and the period January up to and including June. The chart with cost also regards 2012 and the first half of 2013.
More than 56,355 euros were spent in 2012 and in the first half of 2013 euros 47,406. On these travels in 2012 and 2013 for consultation on the education agenda euro 61,601. Almost 28,593 euros was for talks with the other Kingdom countries.
Employees of the OCW ministry spent almost 9,773 euros on travelling expenses for consultation on the programme for the housing of schools and 3,793 euros for the preparation and foundation of a multifunctional knowledge centre.
According to the Ministry, the director-general Higher Education, Vocational Training, Sciences & Emancipation visited Curaçao, Aruba and St. Maarten in 2012. The cost of this trip amounted to 4,680.21 euros.
The state secretary of Education, Culture and Science visited Saba, St. Eustatius and Bonaire in 2013. The cost for this trip amounted to 5,748.87 euros.
The number of civil servants that visited Saba for periods of 1 day was in 2012 two and in the first half of 2013 four. The costs on all three BES islands for investigations and research were euros 275,475.- in the whole period.
