The Daily Herald writes that Commissioner of Constitutional Affairs Reginald Zaandam is to travel to Saba to take part in a two-day conference dealing with the preparation of the evaluation of 2015. He is a member of the workgroup Evaluation Caribbean part of the Kingdom. The main agenda point during the conference in Saba will be the framework of the terms of reference. This document formulates the assignment for the Evaluation 2015. A document by the Council of State, which was requested by the Dutch government, will also be discussed. In the document, the Council of State dealt with the format and defined the terms for an evaluation, indicating the objective as to why an evaluation should be held. The main themes to be evaluated should be laws and bylaws, the governing process and the expectation of the people living in the three public entities Bonaire, St. Eustatius and Saba; the timeline for the evaluation and a review of the kingdom laws in relation to these islands. The two-day conference will also deal with topics that could be part of the Evaluation 2015 such as: health care, education, labour-related issues, poverty eradication, social provisions, safety and migration.
