As from 1 August 2012, this agreement creates the possibility for all students from Bonaire, Saba and St. Eustatius in the Netherlands to participate in the health insurance program free of charge. This students insurance offers the same coverage as the BES-insurance.
For students who are guided while going to Holland, this insurance comes automatically. To participate in time, free-movers are urged to contact NNAM by visiting their the website: www.ziektekostenbes.nl. This website contains important information about health insurance for all students who are going to study in the Netherlands. What is the procedure?
1. General
Students younger than 30 years who leave Bonaire, St. Eustatius or Saba solely to go study abroad remain insured under the BES healthcare insurance. Two conditions must be met: the study must follow living on one of the islands and the person concerned must be younger than 30 years.
Where the person is studying does not matter. If a student requires healthcare abroad (e.g. The Netherlands, Aruba or Curaçao) then he is entitled to reimbursement of the costs of that care with the reimbursement capped at the price level of the Caribbean Netherlands. Therefore, it could very well be that the price level in the location of study is higher than in the Caribbean Netherlands. It then is the student’s own responsibility to take out additional insurance. The ZVK does not have a role in this.
The only role the ZVK has (in addition to verification of the submitted invoices and reimbursement of the costs to the individual concerned) is in terms of informing and educating students, they should know which risk they are taking. Due to the fact that the entitled person identifies himself at the care provider with his ID-card/passport it could very well be that the student may require a certificate from the ZVK that proves that the person concerned is insured and to what extent.
2. Registration
To be able to claim the BES healthcare insurance the student must register per e-mail. Upon registration the student should bring the following documents:
- Copy of a valid identification (ID-card/ social security number);
- Copy of a certificate of deregistration form the island where the student used to reside: Bonaire or St. Eustatius or Saba;
- Copy of a certificate of registration in the Country and place of study;
- Copy of certificate of registration for the study.
Based on this data the ZVK checks if the student is entitled to healthcare insurance.
If so, than a ‘proof of student healthcare insurance’ will be issued.
If not, than the student will be informed about this.
The ZVK strives to issue the certificate to the student as soon as possible after the request. The registration may be done by the student on: info@ZorgVerzekeringsKantoor.nl
3. Declaration
In principle the care provider can invoice the ZVK directly upon submitting a copy of the certificate of student healthcare insurance. This is possible per e-mail by sending the invoice and the certificate of insurance to declaraties@ZorgVerzekeringsKantoor.nl.
It is possible that students have to pay costs for medical care in advance themselves. In that case the student may always declare these costs at the ZVK.
